Introduction

It is necessary to get FSMC inspect and the Free of FSMC Certificate prior to departure for smooth export and vessel navigation without exception.

Reason of Vessel Inspection

  • The “FSMC Non-Infection Certificate” is required if a vessel that departs or transits from a port in an Asian country that is the FSMC distribution area arrives at the ports of NAPPO countries (the United States and Canada), Chile, or New Zealand (mandatory for all ships departing beginning on March 1, 2012).
  • A ship’s entry will be rejected if it does not submit the FSMC Non-Infection Certificate and will not be allowed to enter the port unless an inspection confirms that there is no insect pest in the ship.
  • It is necessary to have the ship inspected and get the FSMC Non-infection Certificate issued before departing to ensure the seamless export and ship operation.
  • Not submitting the FSMC Non-Infection Certificate can cause great loss since the ship must stay out of the port for at least 3 – 7 days.

    If the Free of FSMC Certificate is not submitted, great loss is expected, since the vessel should stay in the outer harbor for 3~7 days or more at least.

Inspection Period

  • Inspection hour starts from sunrise and ends on sundown. However, if inevitable due to schedule, night inspection before sunrise or after sundown is available.
  • For inspection lead time, it is expected to take approximately 3~4 hours based on 3 inspectors. However, if necessary, IPAB will actively cooperate to promptly inspect by putting inspectors as more as needed.
  • IPAB will thoroughly inspect 21 items that are added of 5 more items other than 16 items specified in the mandatory clause including deck, passages, mechanical equipment, vents, light fixture surroundings, bridge and cranes.
  • Particularly, since the period between June and September is the active season of Asian Gypsy Moth and is highly risky of scattering and breeding of FSMC, strict FSMC inspection is required for the period.

    IPAB plans to open inspection even in weekends and holidays during this period for smooth and seamless operation, and we will do our best not to create problems in departure of all of vessels by dispatching available inspectors to other offices in need.

Inspection Application Procedure

  • Customers are kindly requested to apply FSMC inspection from IPAB homepage : http://www.ipab.or.kr
  • Access the application page within our homepage, enter applicant name, personal information, vessel information, inspection harbor, place of inspection and inspection date in detail. Refer to the sample application form.

    If any question for inspection application in our homepage, do not hesitate to call our Inspection&Quarantine Team (+82-51-600-8052).

  • When applying FSMC inspection from our homepage, deposit the inspection fee to IPAB account (specified on the inspection application form). Upon deposit check, our corresponding regional office will discuss and fix inspection schedule with the shipping company and will inform it to you promptly.
  • If free of FSMC by inspection, the Free of FSMC Certificate will be issued directly at the site, and IPAB keeps one original copy of the Free of FSMC Certificate, related Follow-up Sheet and photo images separately for post inspection control.

  • Most of IPAB employees involve field plant quarantine business, and experienced resources with expertise and inspection capability by years of experience and skills.
  • By introduction of the plant inspector qualification system, our FSMC inspectors maintain expertise by professional training and qualification of plant inspector conducted by Animal and Plant Quarantine Agency.

Surcharge
  • Surcharge equivalent to 1.2 times of basic fee is applied to inspection out of regular office hours (before 9:00 AM and after 6:00 PM) Regular office hours are from 9:00 AM to 6:00 PM on weekdays (Monday to Friday).

    For client convenience, above surcharge is exempt if within 1 hour before and after regular office hours.

    If inspection out of regular office hours and outer harbor inspection are coupled, surcharge equivalent to 1.2 times of basic fee is applied.

  • Surcharge equivalent to 1.2 times of basic fee is applied to inspection on weekends or holidays.

    If inspection on weekends or holidays and outer harbor inspection are coupled, surcharge equivalent to 1.2 times of basic fee is applied.

  • Surcharge equivalent to 1.2 times of basic fee is applied to outer harbor inspection, but sampan fee will be separately charge.
  • The shipping company shall be responsible to bear the sampan fee (and presence of the shipping company's employee is required)
  • The vessel inspection fee table is determined by discussion with competent office and is posted on the official gazette.
  • Deposited fee shall be refunded to the applicant if any of followings:
    • If the applicant cancels the inspection application before the scheduled inspection date.
    • If IPAB president acknowledged it is not possible to inspect due to force majeure.
    • If the vessel inspection is not performed due to other reasons.
  • When refunding the fee, if failed to inspect after dispatched for field inspection, 10% of penalty shall be deducted from the deposited fee and remaining amount shall be refunded.
